Gaza Water Crisis Explained: Desalination, Trucking and the Fight for 2 Million People

Gaza has long been short of clean water, drawing on a polluted aquifer beneath it, a few plants that turn seawater into drinking water, and pipelines it doesn't control. Since October 2023, nearly three years now, each of those has failed in turn.

The Gaza water crisis isn't one broken thing. It's a whole supply system running at a fraction of what it was, held together by generators, tankers, and engineers improvising around what can't get in. Everything a clean water donation pays for is built around that gap.

Where Does Gaza's Water Come From?

Before October 2023, water reached Gaza from the ground beneath it, the sea beside it, and pipelines running in from Israel.

Groundwater: Most of the supply came from the Coastal Aquifer, a layer of water held in rock and sand beneath the coastline. About 300 town wells drew from it, and small treatment units cleaned that water enough to use. Too much was pumped out for too long. Seawater seeped in, and so did sewage, until only about one in every 20 liters that came up was fit to drink.

Desalination: A desalination plant takes seawater and forces it at high pressure through filters fine enough to hold back salt. Three of them stood along the coast, covering a small slice of Gaza's drinking water.

Pipelines: Three pipelines run into Gaza from Israel's national water company, which controls how much flows. That supply has always been limited and unsteady, and two of the three pipelines have been damaged repeatedly since October 2023.

Together, these gave each person enough to drink, cook, wash, and do laundry without counting it out. But that was already at the low end of what's considered enough to live on and well under a third of what an average American household gets through.

What Caused the Gaza Water Crisis?

The system didn't fail all at once. It was hit, and then it was kept from being repaired.

For every 10 liters of water Gaza produced before the war, it now produces four. From its own wells, fewer than three. Nearly 90% of the strip's water, sewage, and hygiene systems have been damaged or destroyed, and more than 700 wells no longer work.

Gaza water infrastructure is being knocked out faster than it can be repaired, and almost nothing needed to repair it is getting in.

No power: Gaza has been cut off from a central power grid for nearly three years, so every plant, well, and pump now runs on a generator. New generators over 30 kilowatts aren't permitted in, which rules out anything big enough to run a desalination plant. Engineers keep the old ones alive by salvaging dead machines for parts. When an airstrike cut the power line to the Southern Gaza Desalination Plant in March 2026, output fell by 80% and more than 500,000 people lost drinking water for 10 days.

No fuel: Generators run on diesel and need lubricating oil to keep turning. Both are in critical shortage, and running dry stops a plant as surely as a strike does. Low fuel is one of the problems our Gaza Emergency Appeal works to combat.

No spare parts: Filters, chlorine, pumps, and water tanks wear out and have to be replaced, and each needs clearance before it can cross. Of the 1,700 water and sanitation items Médecins Sans Frontières requested between January 2024 and March 2025, only three in 10 were approved. One desalination unit was cleared after an 85-day wait, then turned away at the border week after week. A plant that can't replace a worn filter stops producing water eventually, even if it was never hit.

How Does Gaza Drinking Water Reach Families Now?

Most of the pipe network is broken, and most people have been forced from their homes into camps and shelters. Drinking water now travels by road, and every liter makes the same journey, from a plant to a container in someone's hands.

  • Treatment: Water is cleaned at a working desalination plant or a mobile unit, or pulled and treated at a working well.
  • Loading: Tanker trucks line up at a filling station to load. Most hold about 10,000 liters, which is roughly a day's drinking water for 1,600 people at current rations.
  • Transportation: The tanker drives to a camp, shelter, or neighborhood collection point. Routes change constantly with conditions and access.
  • Distribution: The water goes into a small holding tank or straight into household containers, and families carry it home.

Across the whole strip, that adds up. As of May 2026, 54 aid organizations were delivering about 24 million liters of water a day to more than 2,000 locations, which nearly three in four households in Gaza now depend on. Split across two million people, that comes to about 12 liters each.

Yet it's still not close to enough. As of March 2026, most households in Gaza couldn't get even six liters per person a day, which is three two-liter bottles. The emergency minimum is 15. Six covers drinking and cooking and nothing else. It doesn't stretch to washing, laundry, or cleaning a wound. That gap is why illness from dirty water spreads so fast, and why washing and drinking water are treated as the same problem.

Trucking or Infrastructure: What Ends the Gaza Water Crisis?

Both, working on different timelines. Trucking keeps people alive today. Infrastructure ends the emergency.

Trucking: Trucks reach families with no other source, and they can be redirected within hours when a camp moves or a road closes. But they're costly because they need constant fuel, and every liter has to be delivered again tomorrow.

Infrastructure: A desalination unit at a shelter, a repaired well, or a mended pipe network means fewer trucks on the road. These take longer to put in place and depend on parts getting into Gaza, but they're what finally makes trucking unnecessary.

Most groups working on Gaza clean water in 2026 do both at once, because dropping either costs lives.

Is Water Aid Zakat or Sadaqah? Where Scholars Differ

For many donors the next question isn't which approach works, but which kind of giving this counts as. Water holds a particular place in Islamic giving. The Qur'an calls water the origin of every living thing in Surah Al-Anbiya (21:30). When Sa'd ibn 'Ubadah asked the Prophet (PBUH) which charity was best, the answer was giving water to drink, recorded in Sunan an-Nasa'i (hadith 3664).

Sahih Muslim records that a person's deeds end at death, except for three, one of them a charity that keeps giving (hadith 1631). That's why a well counts as Sadaqah Jariyah, and it's the thinking behind our Suqya Water Appeal.

Scholars disagree on one point in particular: whether Zakat can pay for water systems.

The Hanafi school holds that Zakat is only valid if it passes into someone's own hands. That rule is called tamlik, the giver hands over ownership to a person who qualifies to receive it. Ibn Abidin applies this to public projects in Radd al-Muhtar and, quoting al-Zayla'i, names mosques, bridges, roads, and water stations as things Zakat can't pay for because nobody personally comes to own them. By that reading, a well or desalination unit shared by a whole community doesn't clearly qualify.

Other scholars read the categories more broadly. Shaykh Yusuf al-Qaradawi takes the view of fi sabilillah, or "in the way of God," so that it covers projects serving the public good. He makes that case at length in the Fiqh al-Zakah. Shaykh Mustafa al-Maraghi takes a similar view in Tafsir al-Maraghi.

Handing out emergency water fits more easily into both readings because displaced people qualify to receive Zakat and drink water directly. If you follow a different school or are unsure which view applies to you, it is worth consulting your local scholar or imam before you set aside a gift.
